The drivers assess whether the negative characteristics of traffic − such as speeding and dangerous passing – have increased or decreased. The also assess whether the positive characteristics of traffic – such as politeness and flexibility – have increased or decreased. 

On the basis of the evaluations conducted in the 1990’s, one can state that the Finnish traffic climate is felt to have degraded since the mid-nineties, while previously there was a phase of positive development which lasted for several years.
